a) you dont 'edit' dll's, thats kinda the point of them, you can edit the source code that comes with them. no one does though, its usually learning material. b) to make a DLL for mIRC, you can use any compiler. nearly all of them have dll support.

c++ command line tools are free.. ..use google and search for "borland c++"
