i know this dont have anyhin to do wid photoshop but its laste and im tierd and i dunno were to post it but does anyone know of really good programs that let u edit video files e.g adding effects and going thro the frames and editing them that way??

Adobe Premiere. It comes with quite a few effects etc. but you could also use Adobe After Effects (different program) to add extra effects to the video.

uLead .... company makes all sort of little applications. They have some nice video editing ones. Not really high tech, but still a lot of nice features....plus they offer all sorts of different applications that can all work together...like adding the "Green Monster ridiing Banana" to the background of someone running down the street. Might be fun eh?

Windows Movie Maker I guess would be ok for a beginner. It does the basics for what you asked for, simple editing, effects etc. but that's about as far advanced as it goes and it's free with XP. And also it saves movies in a crap format (I think it's .wmv). Others like Adobe Premiere and the one which Cope suggested are far more advanced but they do cost quite a bit (thats if you decide to use a legal copy). I have Premiere and it's legal, its not a bad tool but one I rarely use.
